does my window tint pass a 35% rating inspection if the label states 70%minimum transparency, meaning 30%?

1If the tint is 30% visible then it is not legal,But if the tint is 70% visible it is legal.You have to know if the tint is for example 5%Then you need to know if that is 5%visible or 95% visible.Does that help?
